He said the EU had to show "more empathy" for the loss of Palestinian civilian lives in Israel's war against Hamas, launched in response to the deadly Oct. 7 cross-border assault by the Palestinian militant group. On the trip, which ended on Monday evening, Borrell heard Arab leaders and Palestinian civil society activists complain that the 27-nation EU was not applying the same standards to Israel's war in Gaza that it applies to Russia's war in Ukraine. EUROPE STRUGGLESAs High Representative for foreign policy, Borrell is charged with crafting common positions among EU members. It has largely limited itself to support for Israel's right to defend itself within international law and calls for pauses in fighting. Borrell, a veteran Spanish Socialist politician, last month declared that some of Israel's actions contravened international law - to the annoyance of some EU member countries.

Speaking to reporters after an EU foreign ministers' meeting in Brussels, he presented his proposals as saying "no" to three things and "yes" to three others. He should there should be "a Palestinian authority," which he suggested could be a "reinforced" version of the current Palestinian Authority that runs the West Bank, "with a legitimacy to be defined and decided upon by the (U.N.) Security Council". He said Arab countries would have to be more strongly involved in supporting this Palestinian Authority and that the EU should also be more involved in the region, particularly in building a Palestinian state. "There will be no solution without strong commitment from the Arab states, and that cannot be limited to money. We have delegated the solution of this problem to the United States," Borrell said.

"In due course, the commander-in-chief of the armed forces will be a woman, and in recent years we have been making a very important effort to incorporate women into the armed forces," Robles said. The government and the Royal House have agreed Leonor's "very intense" military training will precede her university studies, following in the footsteps of her father in the 1980s.

Michael Bociurkiw CNNOn Friday, after months of debate, US President Joe Biden announced that, as part of a new $800 million military aid package, the administration will be sending controversial cluster munitions to Ukraine. “No to cluster bombs and yes to the legitimate defense of Ukraine, which we understand should not be carried out with cluster bombs,” said Spain’s Defense Minister Margarita Robles. Discord among US allies over cluster munitions might have been avoided altogether, had western capitals moved more swiftly to provide Ukraine with lethal weaponry. To keep the Ukrainians from running out and being defeated, we must send them cluster munitions. Cluster munitions could bring Kyiv a temporary battlefield advantage.

CNN —Six Leopard 2 tanks bound for Ukraine have left the Spanish port city of Santander in northern Spain and are en route to their destination, the Spanish Minister of Defense Margarita Robles said Saturday. Robles told journalists the tanks left Santander “along with 20 heavy transport vehicles” and the trip by sea would take from five to six days. Ukraine has been reliant on outdated Soviet-era tanks throughout the Russian invasion and has appealed to the West for modern battle tanks to bolster Kyiv’s forces. In recent months, the US, along with countries such as Poland, Finland and the UK – pledged to send tanks to Ukraine. Following international pressure, Germany announced a major decision in January that it would send Leopard 2 tanks to Kyiv’s troops – raising anger from Kremlin officials who sought to cast the move as an act of aggression against Russia.

"As in all parliamentary monarchies (the heir) has to have a military background and a military career," Robles said after a cabinet meeting. The princess will receive her first year of training at the Army Military Academy in Zaragoza, then go to a naval school, which includes sailing the Juan Sebastian Elcano training tall ship, and finish her studies at the General Air Academy. The government and the Royal House have agreed her "very intense" military training will precede university studies, following in the footsteps of her father in the 1980s.
MADRID/PARIS, March 13 (Reuters) - Doubts are growing over the future of Madrid's remaining orders for the Airbus (AIR.PA) A400M troop plane, European defence sources said on Monday, as corporate leaders and dignitaries marked the centenary of Spain's military planemaking activities. Prime Minister Pedro Sanchez, Defence Minister Margarita Robles and King Felipe also attended Monday's event. Spain and Airbus are in discussions over how to soften any impact from a partial A400M order cancellation, sources said. Defence publication Janes reported last year that Airbus was waiting for Madrid to back the SIRTAP tactical drone project, co-developed by Airbus Spain and Colombia. Spain also last year ordered an extra 20 Eurofighter combat jets, a four-nation fighter programmre for which Airbus is the industrial partner in Spain and Germany.
Ukrainian forces are training on Leopard tanks in Spain, according to the Spanish Prime Minister. Leopard tanks are notable for their firepower, armor, and speed on various terrains. Sanchez revealed that the arrival of Leopard tanks in Ukraine would correspond with the return of trained soldiers. Spain is one of several countries to pledge to send tanks to Ukraine. The British are presently training Ukrainian forces on Challenger tanks in southwestern England, and last month, US Army Gen. Mark Milley, the chairman of the Joint Chiefs of Staff, announced that the US military was training Ukrainian troops in Germany, the Associated Press reported.
MADRID, Jan 25 (Reuters) - Spain's defence minister said on Wednesday Madrid was open to providing Ukraine with German-made Leopard 2 tanks, after Germany agreed to send the tanks and said NATO allies could do the same. Spain has 108 2A4 tanks, according to security and defence researcher Felix Arteaga of the Elcano think-tank. In late 2022, Spain delivered its largest package of defence materiel for Ukraine to date, sending to the logistics hub in Poland heavy weapons, long-range and anti-tank ammunition. Spain has sent four U.S.-made HAWK air defence systems and has committed to sending two more. It is also offering medical treatment to wounded Ukrainian soldiers, and air defence training at its air base in Toledo.

MADRID, Jan 20 (Reuters) - The European Union's foreign policy said on Friday some European countries are prepared to send heavy tanks to Ukraine and he hoped a decision to provide them will be made at defence ministers' talks at Ramstein Air Base in Germany. NATO and defence leaders from about 50 countries were meeting on Friday at Ramstein, the latest in a series of arms-pledging conferences since Russia invaded Ukraine nearly 11 months ago. The main focus at the talks is on whether Germany will allow the re-export to Ukraine of its Leopard 2 tanks, which are used by armies across Europe. "I think Ukraine needs the combat arms and heavy tanks that it has asked for and some European countries are prepared to give and I hope that is the decision that is taken," he added. However, Spanish Defence Minister Margarita Robles, who is not attending the Ramstein talks, told reporters she did not expect any political decisions on tanks there.
